The 14th amendment had nothing to do with children born to parents who entered the country illegally, or to children who were born to parents living in this country but maintained their allegience to a foreign nation, such as foreign ambassadors serving in this country. For example children born to foreign UN delegates are not considered American citizens. At least my response reflects the best arguments I have heard on the subject.

Neither the 14th Amendment or any case law gives validity to bestowing U.S. citizenship to the offspring of illegal aliens - no matter how long they've been here. Trump doesn't have to do anything except to declare that they are not citizens and cannot become citizens until they first obtain legal residency.
